Project Overview:

The New Jersey Turnpike Authority (NJTA) retained T.Y. Lin International (TYLI) to provide final design services and prepare construction contract documents for the Parkway North section of its Facilities Improvement Program, which included Maintenance Districts in Holmdel, Clark, Clifton and Paramus. Many of the NJTA’s facilities are 60 years old, dating back to original construction of the roadways. Environmental regulations have to be addressed while accommodating increased maintenance responsibilities and workforce, including environmental remediation at some sites.

Distinct Engineering Solutions, Inc. (DESI) is providing the TYLI Team with Geotechnical and Environmental Engineering. Geotechnical services include development of a Subsurface Exploration Program and contract for three (3) sites; advertise, award and administer the Subsurface Exploration Program; field monitoring of the Subsurface Exploration Program; prepare field logs and typed boring logs/gINT data files; review laboratory results, and prepare tables and soil profiles.

Environmental services include Soil and Groundwater Investigations involving a review of available data; plan and perform a Preliminary Assessment (PA) and Site Investigation (SI) at all sites; review laboratory results and prepare a Summary Report; identify Remedial Measures, including for material handling, re-use and/or disposal of contaminated soil and groundwater; coordinate with existing LSRPs; and construction monitoring. DESI is providing Building Hazardous Investigations including evaluation and sampling for asbestos-containing materials (ACM), lead-based paint (LBP), universal waste (UW), poly-chlorinated bi-phenols (PCB), mercury, chemicals stored for maintenance use, etc.; review laboratory results and prepare a Summary Report; design abatement if required; and construction support. DESI will also provide input on the hazardous materials issues as required for preparation of an Executive Order No. 215 Environmental document and for procurement of regulatory permits.
