New York City, as well as several other county and municipal governments, have promulgated noise codes to help maintain quality of life. It is the policy of New York City to reduce the ambient noise level in the city, so as to preserve, protect ,and promote the public health, safety, welfare, and the peace and quiet of the inhabitants of the city. These codes also help to prevent injury to human, plant, and animal life and property, foster the convenience and comfort of its inhabitants, and facilitate the enjoyment of the natural attractions of the city. Noise, vibration, and air assessments are key elements of the Environmental Impact Assessment process for mass transit and development projects. Screening, assessment, and analysis of noise have become a necessity during the construction phase of these projects.

Distinct Engineering Solutions, Inc. (DESI), provides Noise and Air Consulting services to various clients in the New York Metropolitan area. DESI’s lead Noise expert is a Professional Engineer, NYCDEP approved Noise Consultant, and a Full Member of the Institute of Noise Control Engineers (INCE).

DESI provides the services necessary to perform studies to measure equipment noise and to simulate and predict noise from operation of special equipment. We also provide noise and air monitoring services on a real time basis utilizing an automated noise/air monitoring process that provides immediate notification to project personnel when preset levels are exceeded, such that prompt and appropriate response measures can be implemented. DESI facilitates access to daily monitoring data through a web based system.

MTA Second Avenue Subway Construction Project

Second Avenue SubwayDistinct Engineering Solutions, Inc. (DESI) provided Schiavone Shea and Kiewit (SSK) Constructors JV with noise monitoring and modeling, and selection of Muck House materials to control air and noise pollution levels during extension of shafts, construction of caverns, and relocation of temporary utilities during the Metropolitan Transportation Authority (MTA) Capital Construction Project. DESI performed simulation studies and modeled noise propagation, identified materials to control noise outside of the Muck House, and incorporated dust suppression mechanisms into the Muck House operation to control air pollutants. This allowed operations to continue on a 24/7 basis to help with project schedule.

Rondout West Branch Bypass Tunnel and Shafts 5B & 6B

Rondout West Branch Bypass TunnelDESI has been providing Environmental and Engineering support to the New York City Department of Environmental Protection (NYCDEP) projects constructing two access shafts (5B & 6B) on the previous contract and now the Bypass Tunnel under the towns of Newburgh and Wappinger, New York. DESI developed the Noise Control Monitoring and Mitigation Plans, performed baseline noise monitoring, and developed site-specific noise limits. DESI is assisting the current contractor Kiewit/Shea by continuing with daily noise monitoring, evaluation of results, and regular status reports.

East Side Access LIRR 55th Street Ventilation Facility

LIRR 55th Street Ventilation FacilityDESI is providing Environmental and Engineering support to Schiavone Construction Company and John P. Picone Inc. JV (SCC-JPP) for the construction of a Ventilation Building Structure and reconstruction of 55th Street between Park Avenue and Madison Avenue. DESI developed Noise Control Monitoring and Mitigation Plan and installed monitoring equipment and performed daily monitoring and prepared weekly reports. DESI performed base line air & noise monitoring and developed site specific limits for this project during demolition of a portion of 55th Street and its sidewalk to relocate utilities, and excavation to construct the street level air plenum and sidewalk gratings.

#7 Subway Line Extension Site K

Subway Line Extension SiteDESI is providing Environmental and Engineering support to Scalamandre Oliveira JV (SOJV) during construction of the Ventilation Building and Reconstruction of 11th Avenue & West 36th Street at Site K. DESI performed baseline vibration/air/noise monitoring and developed site-specific limits; developed the Noise and Vibration Control Monitoring and Mitigation Plans; installed monitoring equipment to monitor daily noise levels; and submitted reports. DESI performed continuous air & noise monitoring and environmental management at the sites.
