Newark Public Schools (NPS) retained Distinct Engineering Solutions, Inc. (DESI) to provide Licensed Site Remediation Professional (LSRP) Services at multiple locations owned by the Newark Public Schools. Challenges included developing a unique scope of work for each site based on existing files and reports for sites which were approaching the May 2012 deadline for completion of a Remedial Investigation Report. In many cases, DESI had to submit an Open Public Records Act request and review NJDEP files to determine a project’s status prior to conducting the next phase whether it was completion of a Remedial Action or further investigation.
Equipped with the information obtained by its due diligent inquiry, DESI updated the scope of work for each site and worked toward closure for several sites where progress had stalled. In other cases, DESI was able to bring out-of-compliance sites back into compliance with the NJDEP Regulatory Timeframes.
Tasks included completing the delineation of impacted soil and groundwater, responding to an immediate environmental concern caused by vapor intrusion, implementing a vapor mitigation system, verifying and updating tank registration records, removing underground storage tanks, completion of LSRP Forms and submittals of Response Action Outcomes.
