Project Overview:

MTA/New York City Transit had undertaken an infrastructure redevelopment plan for New York City to improve the subway system along the west side of Manhattan. Scalamandre Oliveira JV (SOJV) was contracted for the construction of a Ventilation Building Structure and reconstruction of 11th Avenue between West 35th and 36th Streets (Site K). The project incorporates construction of a reinforced concrete Ventilation Building and a plenum structure to provide ventilation for the existing Jacob Javits Convention Center.

Distinct Engineering Solutions, Inc. (DESI) conducted a hazardous material survey for asbestos, lead-based paint, and PCBs, prepared several plans as part of environmental management, and assisted SOJV with implementing them. DESI provided environmental awareness training, characterized subsurface soil & groundwater, and prepared the Community Air Monitoring Plan, the Pollution Prevention Plan, the Storm Water Management, and the Soil Erosion Plan. DESI developed a Noise Control Monitoring and Mitigation Plan, and installed the monitoring equipment for daily monitoring and reporting. DESI performed baseline air and noise monitoring, and developed site-specific limits. DESI also performed continuous air and noise monitoring during construction, and assisted in environmental management at the site including implementation of sustainability components.

DESI also performed test pits and collected samples to characterize subsurface soil and groundwater, identified soil disposal facilities, and managed waste and spoil disposal. DESI obtained approval for Beneficial Use of 30,000 tons of contaminated soil with proper engineering controls.
