MTA Capital construction has retained Judlau Contracting, Inc., for construction of the 63rd street/Lexington Avenue station, for a new second avenue subway line in New York City, New York. The project includes the construction of new station entrances to allow access from 3rd Avenue; construction of new ancillaries and open vent structures to street entrances; modification of the existing interior station structure at 3rd Avenue to connect new entrances to platforms. DESI engineers are serving as environmental manager of assisting in developing and implementation of environmental aspects of the project specifications and guide where corrective actions are required. DESI prepared environmental plans as part of environmental management and assisted Judlau with implementing them. DESI provided environmental awareness training, characterized subsurface soil & groundwater, prepared Community Air Monitoring Plan (CAMP), Environmental Impact Minimization Plan, Historical Resources Construction Protection Plan (HRCPP) and Tree Restitution Plan. New York City Metropolitan Transportation Authority (MTA) has undertaken infrastructure redevelopment plans to improve the subway system along the west side of Manhattan. CCA Civil & Halmar International, LLC (CCA-Halmar) was contracted to complete the ventilation building construction at the Site L location. The project would incorporate construction of the ventilation building structure, access shafts, adits, and tunnel cross passage. Distinct Engineering Solutions, Inc. (DESI) was retained to provide all environmental related support services and special inspection services. DESI performed soil borings and collected samples to characterize subsurface soil and groundwater, identified soil disposal facilities, managed waste and spoil disposal, and assisted with groundwater pretreatment system design. Metropolitan Transportation Authority (MTA) Capital Construction retained Schiavone Shea and Kiewit (SSK) Constructors JV for construction of the 72nd Street Station for a new Second Avenue Subway line in New York City, New York. The project scope includes the extension of shafts to a previously-bored tunnel, the construction of caverns for the station, and relocation and temporary support of utilities. Distinct Engineering Solutions, Inc. (DESI) provides SSK with environmental engineering support, including preparation of the Historical Resources Construction Protection Plan, air & noise monitoring and modeling, and selection of Muck House materials to control air and noise pollution levels of the project. DESI conducted a hazardous material survey for asbestos, lead-based paint, and PCBs, and prepared several plans as part of environmental management, and assisted SSK with implementing them. The project incorporates construction of a reinforced concrete Ventilation Building and a plenum structure to provide ventilation for the existing Jacob Javits Convention Center. (DESI) conducted a hazardous material survey for asbestos, lead-based paint, and PCBs, prepared several plans as part of environmental management, and assisted SOJV with implementing them. MTA/New York City Transit has undertaken infrastructure redevelopment to improve the East Side Access Line along the east side of Manhattan. Schiavone Construction Company and John P. Picone Inc. JV (SCC-JPP) was contracted for construction of a Ventilation Building Structure and reconstruction of 55th Street between Park Avenue and Madison Avenue. The construction requires demolition of a portion of 55th Street and its sidewalk to relocate utilities, and excavation to construct the street level air plenum and sidewalk gratings. Distinct Engineering Solutions, Inc. (DESI) prepared several plans as part of Environmental Management, and assisted SCC-JPP with implementation. NJTA Facilities Improvement Program – Parkway North

The New Jersey Turnpike Authority (NJTA) retained T.Y. Lin International (TYLI) to provide final design services and prepare construction contract documents for the Parkway North section of its Facilities Improvement Program, which included Maintenance Districts in Holmdel, Clark, Clifton and Paramus. Many of the NJTA’s facilities are 60 years old, dating back to original construction of the roadways. Environmental regulations have to be addressed while accommodating increased maintenance responsibilities and workforce, including environmental remediation at some sites. Distinct Engineering Solutions, Inc. (DESI) is providing the TYLI Team with Geotechnical and Environmental Engineering. Geotechnical services include development of a Subsurface Exploration Program and contract for three (3) sites; advertise, award and administer the Subsurface Exploration Program; field monitoring of the Subsurface Exploration Program; prepare field logs and typed boring logs/gINT data files; review laboratory results, and prepare tables and soil profiles. Environmental services include Soil and Groundwater Investigations involving a review of available data; plan and perform a Preliminary Assessment (PA) and Site Investigation (SI) at all sites; review laboratory results and prepare a Summary Report; identify Remedial Measures, including for material handling, re-use and/or disposal of contaminated soil and groundwater; coordinate with existing LSRPs; and construction monitoring. ConEdison Former Manufactured Gas Plant Site

Location: Pelham Manor, Westchester County, NY

Owner: Consolidated Edison (ConEdison) Client : Conti Environmental & Infrastructure, Inc.

ConEd contracted with Conti Environmental & Infrastructure, Inc., the performance of remedial actions at a former Manufactured Gas Plant (MGP) site. Remedial action required excavation of contaminated soil impacted by MGP operations, which extended to a depth up to 22 feet. The presence of retail stores immediately adjacent to the excavation required the use of an support of excavation (SOE) system and monitoring. Distinct Engineering Solutions, Inc. (DESI) was retained by Conti to perform subsurface soil and groundwater investigation, identify contaminants, and perform in-situ waste characterization and classification for disposal. DESI developed an Excavation Management Plan that identified methods to directly load soil with varying levels of contamination for disposal at four different NYSDEC and ConEd approved contaminated soil disposal facilities. DESI provided oversight of the excavation of contaminated soil and placement of clean fill, installed monitoring wells, evaluated groundwater quality, and reviewed the design of the dewatering and pre-treatment system. DESI evaluated the design of slurry walls, sheet pile walls, and jet-grouted columns; performed test borings to evaluate subsurface soil and rock quality; and developed an alternate design with tie-backs and a waler system, eliminating the use of sheet pile embedded in a slurry wall. This alternate provided significant savings to Conti, in both dollars and a decreased construction duration. DESI also developed a pilot test to demonstrate that for the site conditions, subsidence associated with use of a vibratory hammer and an impact hammer were the same, and that the vibrations generated were within acceptable limits to prevent damage to the adjacent buildings. DESI developed a civil design package for construction of a 90’x45’ groundwater treatment building and canopy structure, including design of the footings, grade beams and the anchoring system for the prefabricated building. DESI also prepared the SWPPP for NYSDEC approval. DESI prepared a Geotechnical Instrumentation Plan for implementation during the installation of the excavation support system, and excavation and backfilling activities; and provided monitoring for vibration, cracks, and vertical and lateral ground movement. DESI reviewed the monitoring data collected on a regular basis, and provided recommendations for corrective actions if movements exceeded allowable limits.Read more

NYCEDC Phipps Redevelopment - Courtlandt Corners

The Phipps Housing project at Courtlandt Corners in the Bronx was a brownfield redevelopment project undertaken by the NYCEDC/ERM. Distinct Engineering Solutions, Inc. (DESI) provided engineering evaluation and construction monitoring services to Conti Environmental & Infrastructure, Inc. for two former underground storage tank (UST) sites that were being redeveloped as 11-story mixed use buildings. DESI performed Pre- and Post-construction Building Condition Surveys to document existing building conditions, installed crack gauges where required, and prepared reports. DESI also installed and monitored crack gauges during construction. DESI performed soil borings and collected samples to characterize subsurface soil and groundwater. Soil data was used in developing soil disposal options, and design of a groundwater pretreatment system. DESI installed five inclinometers and two piezometers. As part of construction monitoring, DESI collected data from inclinometers regularly to monitor lateral ground movement and reviewed survey data from structural monitoring points. Vibration monitoring was performed using four seismographs to measure construction-induced vibrations. NYCEDC Green Infrastructure – Newtown Creek

The New York City Economic Development Corporation (NYCEDC) retained Arup to support NYCDEP’s Green Infrastructure Program. The New York City Department of Environmental Protection (DEP) Office of Green Infrastructure (OGI), in conjunction with other City agencies, is currently implementing the Mayoral PlaNYC Green Infrastructure Program. The scope of this program includes the construction of Right of Way Bioswales (ROWB), Storm water Green streets (SGS), and other storm water management practices. Distinct Engineering Solutions, Inc. (DESI) is assisting ARUP with the Hazardous Materials Testing Program; Vault Surveys; Geotechnical Investigations and Evaluations including planning, project management and full-time site supervision of a Subsurface investigation Program that includes more than 600 proposed ROWBs, in-site permeability testing and laboratory testing; and support engineering design services through construction, review existing documents and boring information as obtained from other agencies, Sanborn map review, and upon completion of the subsurface investigation a geotechnical data report will be prepared outlining the findings. Trans-Hudson Express (THE) Tunnel Project

NJ TRANSIT, with the support of the PANY&NJ, began a planning effort over a decade ago to expand trans-Hudson capacity. The Mass Transit Tunnel was found to be the most efficient, cost-effective option to relieve traffic congestion and to spur the region’s economic growth. Distinct Engineering Solutions, Inc. (DESI) was retained by THE Partnership, an engineering tri-venture, to provide geotechnical and structural engineering services. DESI engineers were involved in reviewing the civil engineering design package, evaluating the design from a constructability point of view, and providing recommendations. DESI also assisted the design team with planning the geotechnical and environmental investigation programs; directing the staff performing the subsurface investigations; and preparing Geotechnical and Environmental Investigation Reports. DESI was involved in geo-environmental aspects of design, especially potential issues with settlement and migration of contaminants from an 80-acre site in Kearny, NJ, a candidate site for a rail yard of THE Tunnel project. DESI engineers were responsible for the stability and settlement analyses of a 30 foot high fill; and surcharge design to manage settlement and stability using a combination of new fill, light-weight fill and geo-synthetic materials. As part of this design evaluation, historic data and new geotechnical instrumentation data from a new 20 foot high in-situ test embankment were used for analysis and prediction. A new analytical method was developed and applied to predict settlement throughout the site at various time periods. Geotechnical computer programs such as Settle3D, FoSSA, Slope/W and Plaxis were used as well. Rondout West Branch Bypass Tunnel-Shafts 5B & 6B

The New York City Department of Environmental Protection (NYCDEP) is constructing a Bypass Tunnel requiring the construction of two shafts (5B & 6B) in the towns of Newburgh and Wappinger, New York. The shafts are being excavated in overburden earth and rock, and lined with concrete. For each shaft, a temporary shaft cover will be constructed below the surface at the completion of the shaft construction. NYCDEP has retained Schiavone Constructors Company, LLC (SCC) to conduct the shaft construction operations. Distinct Engineering Solutions, Inc. (DESI) is providing environmental and engineering support to SCC. DESI has prepared Soil Sampling Plans, a Demolition Debris Sampling Plan, a Lead Health & Safety Plan, and Air Monitoring Plan for construction and demolition activities. DESI has conducted air monitoring to assess worker and community exposure to lead, arsenic, cadmium, and chromium during demolition operations and recommended safe work practices. DESI performed soil characterization for off-site disposal of soils excavated from the site and will be conducting soil sampling for determination of potential presence of targeted contaminants. DESI developed Noise Control Monitoring and Mitigation Plans, performed baseline noise monitoring, and developed site-specific limits. DESI is assisting SCC in conducting daily noise monitoring, evaluation of results, and conducting vibration monitoring services. DESI is also designing a sanitary sewer system for on-site construction trailers and conducting Pre-Construction Building Condition and Structural Evaluation Surveys, which include photo and video documentation, installation of crack gauges, and providing recommendations for limiting vibrations and lateral movement. DESI is also conducting periodic residential well water sampling and monitoring. DESI provided oversight for closure of a #2 Heating Oil tank, collected confirmatory samples and submitted a Closure Report.
